In particular, Schulte's work illustrates how critical it is for the historian of international conflict to be aware of the industrial-economic potential of the competing powers and to understand how this as a "structure de longue durée" impacts on policy making. Schulte is very interested in the economies of the Soviet bloc countries in general and that of the former GDR in particular. It was crucial that during the East- West conflict these so-called command economies could deliver the necessary means to ensure that their military capacity could approximate that of the West. Schulte's work lays bare the economic realities of the Warsaw pact countries and highlights their underlying dependence on trade with the capitalist West. In all this the renowned economic strength of the Federal Republic of Germany from Adenauer to Kohl was a factor of the highest importance. Ultimately the economy of the rival German Democratic Republic was dependent upon both the formal political and the behind-the scenes economic arrangements made between the leaders of West German industries, particularly automobile concerns, and their communist counterparts. Das Buch zum Ende der DDR.

Große Politik und "kleine" (Industrie-)Interessen.

Die Geschichte des Zusammenbruchs der DDR, unter dem Druck von westdeutscher Industrie und Politik, wird hier thematisiert.

Dass in diesem Zusammenhang die Rolle der Volkswagen AG - via deren Ostgeschäft mit dem östlichen deutschen Staat - entscheidende Bedeutung zukam, wird am Bespiel des Pkw-Projektes "Student" für den neuen DDR-"Volks"-Wagen entwickelt. Dieses Handelsgeschäft stand gleichzeitig in enger Interdependenz mit der bundesdeutschen Außenpolitik und bildete eine Voraussetzung für die Politik des "den Kommunismus unter Bedrohung halten", wie dies der frühere Flickmanager von Brauchitsch ausdrückte, durch das MfS der DDR angezapft. Wie eingehend der ostdeutsche Geheimdienst über die Vorstellungen und Absichten der westdeutschen Industriemanager orientiert war, unterstreicht die Tatsache, dass sich z.B. vier Vertrauensleute des MfS im Vorstand der Volkswagen AG befanden. So finden die Ansichten der Volkswagenführung unter Carl Hahn, in den Gesprächen und Verhandlungen mit der DDR-Wirtschaftsführung ihren detaillierten Niederschlag in den Protokollen des Ministeriums für Staatssicherheit.

Wie intensiv sich die Bemühungen des Volkswagen Konzerns um die Entwicklung der Geschäftsbeziehungen zur DDR-Wirtschaft entwickelten, wird gleichzeitig deutlich durch Vorgänge auf der elementaren Ebene eines Filmprojektes für die Audi AG. Da dieses Ausdruck des Ingolstädter Bestrebens um Selbständigkeit neben Wolfsburg war, und sich naturgemäß mit den Wurzeln der Auto Union AG (1930-1945) in Sachsen beschäftigen musste, kam es zur Nagelprobe im Machtkampf zwischen dem Audi-Vorstand Wolfgang R. Habbel (wie dessen Öffentlichkeitsarbeitschef Detmar Grosse Leege) und Carl H. Hahn. Im Zusammenspiel mit MfS und DDR-Staatsführung (G.Mittag/Beil, IM Kircherg) wehrte Wolfsburg diesen Vorstoß Ingolstadts ab und nahm dabei in Kauf, dass westdeutsche Vertreter der Audi-Bestrebungen in Gefahr gerieten.

Darüber hinaus spielte Wolfsburg mit Vertretern des MfS in Dresden in dem Bestreben zusammen, die Geschichte des Auto Union Konzerns (in Sonderheit der Unterfirma DKW) zentral weiterhin in der Wolfsburger Abeilung Archiv-Geschichte-Museum zu platzieren. Entscheidend für Entwicklungen in Richtung auf einen "Handelsvertrag" mit der DDR (November 1984) war jedoch der aufwendige Versuch, ein VW-Modell als DDR-"Volks"-Wagen zu verkaufen. Die Finanzierung dieses Projektes scheiterte bereits im Ansatz an der Unfähigkeit der DDR-Wirtschaft, qualitativ genügende Rumpfmotoren, im Wege der Refinanzierung, an Wolfsburg zu liefern. Dennoch blieb aber Volkswagen dabei, dieses Geschäft durchzuführen und dies mit dem Ziel, die DDR sich finanziell zu verpflichten. Damit bestand in Zukunft - so die Erwartung dieses "Volkswagen-Plans" - die Chance, die DDR in finanzielle Abhängigkeit von der Bundesrepublik zu manövrieren und damit ein Abschwimmen dieses "cornerstone" von RGW und Warschauer Pakt nach Westen zu bewirken.

Parallel verfiel die Zustimmung des Volkes der DDR zu deren Staat zunehmend. Die hochbrisanten Quellen aus den Archiven des Ministeriums für Staatssicherheit zeigen, die immer aggressiver werdende Stimmung der arbeitenden Bevölkerung, angesichts des mit Händen zu greifenden Missmanagements an Haupt und Gliedern der DDR-Wirtschaft. So wird, neben einer Innenansicht des Volkswagen-Konzerns, gleichzeitig an den strukturellen Problemen der DDR erkennbar, wie aussichtsreich der Plan war, die DDR-Industrie zum Zulieferer von Volkswagen zu machen und damit bereit, diese finanziell in die Hände des Westens zu manövrieren (Strauß-Kredit/1983).

Von all diesem findet sich natürlich in den gegenwärtigen "Jubel- und Siegesfeiern" nichts.

The Hamburg historian has here added to the already extensive list of his pioneering studies yet another major work, this time in the area of contemporary German history. A work that reveals for the first time the secret machinations of West German big-business to infiltrate and cripple the industrial enterprises of communist East Germany is certainly breaking new ground. Historians of modern Germany are well aware of the revolutionary impact of the work that the Hamburg historian, the late Professor Fritz Fischer, made in 1961 with his Griff nach der Weltmacht, published in English as Germany’s Aims in the First World War (1967). Fischer’s revelations that the various branches of German industry and financial management had crucially influenced official government policy regarding imperial expansion and annexations of foreign territory caused a sensation both within and outside Germany at the time. “the Fischer Controversy” became the most passionately conducted academic debate of the post-war era. As much as Fischer’s conservative, right-wing critics tried to belittle his achievement the more the passage of time confirmed the accuracy of his findings: German industry and finance had indeed exerted a shaping influence on the formulation of imperial German war-aims. And these were not exactly modest. As the so-called September Memorandum from 1914 revealed from the archives for the first time by Fischer through his then assistant, Immanuel Geiss, the government of Chancellor Bethmann Hollweg had developed grandiose plans to establish a German dominated Mitteleuropa, i.e. a series of annexations from the eastern provinces of France, all of Belgium in the West, and most of central Europe from the Baltic to the Black Sea. This Germany would have become the world super power, displacing the British Empire and rivaling the USA.

It comes as no surprise, then, to learn that Dr Bernd Schulte was a doctoral student of Fritz Fischer, and that he has dedicated this wide-ranging study of contemporary German industrial politics to his late mentor. Given Schulte’s remarkable list of publications it comes as a surprise to learn that he is not a professor at some renowned German university, but a self-supporting, free-lance historian. There may be an explanation in the fact that Schulte refuses to bow to political correctness, and is not afraid to unmask the frankly embarrassing political machinations perpetrated at the highest levels of the German economy. Schulte’s record, though, demonstrates how important it is for an open society to have scholars who are not inhibited from going behind the archival scenes to find out “how it actually happened”, to adapt a phrase made famous by Leopold von Ranke.

By virtue of his unusual determination to investigate the records of the relevant firms Herr Schulte has developed a unique kind of historiography, one that the conventional university historians would feel inhibited to practice. And herein lies the importance of his contribution. By tracing the deals made between “industry” in the West and the managers of the East German economy, Schulte has illustrated the total inefficiency and bankruptcy of so-called command economies. They were doomed to collapse from the very beginning, and fell to the illusion that they could possibly compete with the infinitely superior technical and economic expertise of the West. What is extremely interesting is to learn how the captains of West German industry played their roles in bringing about the implosion of the Warsaw Pacts putatively most efficient economy.

Finally, Schulte’s extremely detailed research, accomplished without the luxury of paid research assistants, must be embarrassment to the highly paid and sometimes frankly arrogant West German historians because he has pursued lines of enquiry that the established professors would be loath to do. And for this reason his findings are all the more significant. Herr Schulte’ unconventional work has immensely enriched our knowledge of the internal history of the collapse of the Eastern bloc.

Bernd F. Schulte, Weltmacht durch die Hintertür. Deutsche Nationalgeschichte in der Diskussion, Hamburg, Dr Schulte (Hamburger Studien zur Geschichte und Zeitgeschehen), 2003, 511 p.

L’auteur de ce livre très personnel, riche en contenu et provocant de ton, a enseigné à l’École de la Bundeswehr, puis produit des films et des émissions de télévision. Il a été l’élève du professeur de Hambourg Fritz Fischer, dont les ouvrages sur les buts de guerre allemands en 1914, Griff nach der Weltmacht et Krieg der Illusionen, ont suscité[provoqué:] il y a quarante ans une âpre [bitter:] « Querelle des historiens », avant celle des années 1980 sur les origines du national-socialisme. Dans cette revue (RH, 228, 1962 et 245, 1971), le plus grand expert français, Pierre Renouvin, salua « une œuvre sincère [gerade heraus/offen:], souvent pénétrante [überzeugend:] », appuyée sur des documents, tout en marquant quelques réserves sur son esprit de système. Jacques Droz dressa aussi un précieux bilan de la controverse (Les causes de la Première Guerre mondiale. Essai d’historiographie, Paris, Le Seuil, 1973). Aujourd’hui, tout en ayant pris quelques distances envers son maître, Bernd Schulte ranime la controverse, en regroupant des textes divers, issus en général de sa plume.

La démarche est souvent déconcertante. Un même développement est donné deux fois, en allemand puis en anglais (avec des compléments), et certaines affirmations sont répétées en surabondance [Überfluß:]. Bien d’autres, en revanche, restent trop allusives, laissant sur sa faim le lecteur étranger. Par ailleurs, il s’agit d’un ouvrage de combat, très agressif contre « l’historiographie officieuse », contre « la phalange de la corporation ». Sous ces fortes réserves, on peut apprécier une collecte intéressante de citations, extraites en particulier des correspondances entre universitaires, accessibles aux Archives fédérales dans leurs fonds individuels (Nachlässe).

Le morceau de résistance est consacré à un document projeté au cœur du débat, le Journal de Kurt Riezler. Cet intellectuel fut à la veille de la Grande Guerre le confident journalier du chancelier Bethmann-Hollweg et nota fidèlement les réflexions de celui-ci. Il enseigna ensuite en Université, émigra aux États-Unis sous le nazisme, car sa femme était juive, et revint en Europe après 1945. Le président fédéral Theodor Heuss, qui avait été son camarade d’études, estimait fort « son esprit pénétrant [durchdringend/scharf:], avec tous les traits bouffons qu’il cultivait d’autre part ». Kurt Riezler conservait ses carnets manuscrits, en hésitant à les publier. Après sa mort à Munich en 1955, sa famille les confia au Pr Karl Dietrich Erdmann, de Kiel, qui les édita en 1972. Bethmann-Hollweg, responsable lucide [einsehbar:] , quoique hésitant sous les pressions qu’il subit, y apparaît certes comme un haut fonctionnaire dévoué à son empereur, comme un patriote attaché à la grandeur de l’Allemagne, mais non comme le champion de l’impérialisme brossé par Fritz Fischer. Ce document est précieux, car les papiers personnels du chancelier ont été détruits avec son château de Hohenfinow. Cependant, il y manque le carnet XXX (fin juillet 1914), qui a disparu dans des conditions mystérieuses. Or des initiés, qui l’avaient vu du vivant de Riezler, ont affirmé qu’il contenait au moment décisif « des déclarations belliqueuses » (kriegslustige Ausserungen), surtout vis-à-vis de la Russie (p. 67). Gerhard Ritter, le grand spécialiste, mis au courant, a sursauté et s’est interrogé sur « ce sombre secret », sur ce « secret d’État » (p. 67-10).
Cela conduit Bernd Schulte à dénoncer [erklären:] sans ambages [Hintergedanken/ Reserve/ direkt:] une « falsification », visant à forger une arme contre Fischer. Pour lui, les historiens les plus en vue ont constitué une coalition antirévisionniste, afin de sauvegarder l’honneur de l’Allemagne éternelle. Les plus âgés avaient combattu pour leur patrie pendant la Première Guerre mondiale ; les plus jeunes, pendant la Seconde. Ils ont réagi parallèlement, à un moment où la nouvelle Allemagne démocratique ne voulait pas se voir imputer [vorwerfen:] un penchant [Neigung:] séculaire à l’impérialisme conquérant.

À la manière du journalisme d’investigation, l’auteur passe en revue « les historiens dans l’ombre », ces maîtres qui dominent la corporation. Dans des notices minutieuses, plutôt malveillantes, il se plaît à rappeler les convictions nationalistes de leurs débuts et leurs gestes d’adhésion au IIIe Reich à ses débuts, même s’il reconnaît qu’ils ont pris plus tard leurs distances, puis il cerne[[schält heraus:] l’influence de chacun dans le monde de la recherche historique. Gerhard Ritter, de Fribourg, le plus respecté, fut certes arrêté par les nazis comme ami du résistant Carl Goerdeler, mais sa biographie de Frédéric II n’était pas dépourvue [befreit:] accents nationalistes. Hans Herzfeld, de Berlin, officier décoré, a été loué pour « ses convictions nationales », avant d’être privé de sa chaire parce que « seulement arien à 98 % » ; il s’est abrité aux Archives. Theodor Schieder, de Cologne, occupe une position clé : la direction de la revue Historische Zeitschrift. S’il y accueille en 1959 un article de Fritz Fischer, il sollicite pour le contredire en 1962 une réplique étoffée de Gerhard Ritter qui déplore « la tendance à la mode de nos jours
» : « L’autodénigrement de la représentation de l’histoire allemande qui a remplacé depuis 1945 l’autoglorification antérieure et qui semble l’emporter de manière toujours plus unilatérale ».

Karl Dietrich Erdmann, de Kiel, préside le Comité des historiens allemands et pour certains projets il bénéficie d’une subvention importante du gouvernement Kohl. L’inspection critique n’épargne pas Fritz Fischer lui-même, ni Hans Rothfels, de Tübingen, au destin complexe : mutilé [abgeschoben:] au front en 1914, admirateur du Drang nach Osten, avant d’émigrer en Amérique en 1939, il a déconseillé à son ami Riezler la publication de ses Carnets.

D’autres études, conçues dans le même esprit, jettent des coups de projecteur sur des thèmes voisins. Sur le plan Schlieffen, longtemps mythique malgré son échec, il n’est guère fait référence à la critique militaire et diplomatique de Gerhard Ritter (accessible au lecteur français dans la Revue d’histoire moderne et contemporaine, 1960). En revanche, l’attention se concentre sur l’insertion [Rang/Rolle:] du maréchal dans le IIe Reich. Un historien de l’ex-RDA, Helmut Otto, admet que, « au point de vue politique, celui-ci ne montrait pas un profil accusé », mais le qualifie de « représentant du militarisme moderne, junker-bourgeois » (sic). S’il resta en fonctions pendant quinze ans, il semblait à son rival Colmar von der Goltz « un uhlan endormi », et, par déférence monarchiste, il laissait Guillaume II conduire des charges de cavalerie illusoires, lors des grandes manœuvres qu’évoque une note très vivante. Bernd Schulte examine aussi la signification, vivement contestée entre spécialistes, du « Conseil de la Couronne » tenu le 6 [8:] décembre 1912, qui mit en route une nouvelle loi de recrutement. Helmut Otto montre comment, sous Weimar, les généraux ont contrôlé l’historiographie de la Grande Guerre au Reichsarchiv. Et Wolfram Wette évalue l’histoire militaire comme « une coalition impie [belastet:] entre historiens et militaires », attachés à la sauvegarde du prestige national.

Le recueil contient aussi, à titre de comparaison, un examen des débats entre historiens australiens sur la genèse de la participation des ANZAC à la défense de l’Empire britannique. Et il s’achève, de manière inattendue, par des interviews d’experts ouest-allemands et de généraux est-allemands sur l’armée irakienne pendant la guerre du Golfe. Bernd Schulte s’en explique, en rapprochant les deux époques : « L’Allemagne se trouvait, il y a cent ans, dans une situation comparable à celle d’aujourd’hui. » Il éclaire la signification de son titre : « Il s’agit pour les Allemands, sur la route de l’Europe, en faisant alliance avec la France, l’Italie, l’Espagne, la Hollande et la Grande-Bretagne, d’acquérir, par la porte de derrière pour ainsi dire, du moins le statut reconnu d’une puissance mondiale. » Ce jugement sommaire et polémique sera certainement contesté.
